A Major Turnaround for a Project Once Left Behind

After more than a decade stalled at 75 percent completion, the new Hospital General de Bugaba has finally opened its doors. What began as a long awaited healthcare project under a previous administration became one of Panama’s most emblematic unfinished structures. The hospital was inaugurated by President José Raúl Mulino on November 27, who described it as the best hospital in the entire province of Chiriquí. For the communities of Bugaba, Volcán, and the nearby highland areas of Tierras Altas, this is a long overdue fulfillment of a promise that took 14 years to materialize.

Finishing What Others Did Not

The abandoned hospital was in bad shape.

One of the core messages during the inauguration was the government’s effort to repair institutional credibility by completing critical public works long ignored or left in limbo. According to the administration, the Bugaba hospital is part of a broader push to resolve the legacy of failed infrastructure projects that have accumulated across multiple administrations.

President Mulino credited the persistence of the local community, which kept pressure on the state for over a decade, and highlighted the importance of maintaining the facility properly. The project includes five years of guaranteed maintenance, a rare but crucial inclusion designed to ensure that equipment, infrastructure, and services remain in top condition.

The Ministry of Health (MINSA) also emphasized another structural problem: the duplication of hospitals by MINSA and the CSS in the same areas. The government reiterated its commitment to moving Panama toward a unified, coordinated healthcare system that reduces waste and improves access.

A Fully Equipped Modern Regional Hospital

 

The new Hospital General de Bugaba now features:

  • 151 hospital beds

  • Emergency services

  • Intensive Care Unit

  • Clinical laboratory

  • Surgical facilities

  • Trauma care

  • Rehabilitation and physiotherapy

  • General and family medicine

  • Gynecology

  • Psychiatry

  • Blood bank

  • Hemodialysis and oncology services, added during the final completion phase

These additions elevate Bugaba to one of the best equipped regional medical centers in western Panama, serving over 100,000 residents across the district and surrounding areas.

A Regional Benefit for Residents and Growing Communities

With significant population growth across Chiriquí, the opening of this hospital strengthens the healthcare infrastructure needed to support both long term residents and the increasing presence of Panamanians and expats in the region.
