
Panama City, November 7, 2025 – Panama has taken another strategic step toward attracting international investment with the approval of a Special Passport for foreigners who obtain permanent residency under the Qualified Investor category.
This initiative, established under Law No. 493 of October 28, 2025, modernizes the country’s immigration framework by allowing foreign investors and their dependents to obtain a Panamanian-issued passport valid for the same period as their residency permit. While it does not grant nationality or replace a standard passport, it provides an added layer of identification and facilitates international mobility under Panamanian jurisdiction.
Investment Routes to Obtain Residency
The Qualified Investor program continues to be one of the most flexible residency paths in Latin America, offering several routes:

Real Estate Investment: Minimum of US$300,000, free of liens, with ownership maintained for at least five years.

Pre-construction Projects: Contract of sale for US$300,000 or more, paid in full via trust deposit or directly to the developer, even if construction is pending.

Investment in Securities: Minimum of US$500,000 through licensed brokerage firms regulated by the Superintendency of the Securities Market.

Fixed-Term Bank Deposit: Minimum of US$750,000, locked for five years in an authorized Panamanian bank.
The law reinforces Panama’s commitment to attracting high-value investors through a stable legal environment, strong financial infrastructure, and its role as a regional logistics and business hub.
How the New Passport Works
Under Articles 20–25 of the updated law, the Panamanian Passport Authority is now authorized to issue:

Electronic passports for citizens, as well as special passports for qualified investors, retired rentiers, and their dependents.

Special passports equivalent in validity to the investor’s residency permit, allowing registered foreign residents to travel internationally with documentation recognized by Panama’s immigration and passport systems.
The law also mandates a systematic registry for all foreigners who hold these special passports, ensuring transparency and traceability. The Executive Branch must issue regulatory details within six months of promulgation to define fees, procedures, and required documentation.
