Panama Launches Carbon Credit Market – Is It the Real Deal or Just Green Hype?

Panama is moving forward with plans to create a national carbon credit market, a system meant to reward companies and projects for reducing greenhouse gas emissions. The government hopes this “green” strategy will help attract international investment while positioning Panama as a regional leader in sustainability. But not everyone is convinced.

What’s Actually Happening?

In 2025, Panama expects its economy to grow by 4% – double the projected average for Latin America and the Caribbean. Riding that wave of optimism, the country is building what it calls the Bolsa Panameña del Carbono (BPC), or Panamanian Carbon Exchange.

The goal? Create a platform where businesses can buy and sell carbon credits. These credits are supposed to represent measurable reductions in emissions. If a reforestation project removes a ton of carbon from the atmosphere, it could sell that benefit to a company that’s polluting.

At the Apamec Forum 2025, Vice Minister of Economy Eida Sáiz explained that this market is part of a broader “sustainable finance” push, backed by the Inter-American Development Bank and Sustainable Fitch. The plan also includes issuing green bonds and other eco-friendly financial tools.

The Big Picture (and the Small Print)

Supporters say this carbon market will help funnel money into environmental projects that slow climate change. Critics, however, see it as a shell game – where polluters pay for the illusion of sustainability while continuing business as usual.

The market could, in theory, boost funding for forest conservation, renewable energy, and climate resilience – especially if paired with strict oversight. But without strong enforcement and transparent verification, it may just become a way to “buy” a clean conscience while real emissions stay high.

Is There Anything in It for Property Investors?

That depends. If the carbon market gains credibility and leads to genuine environmental investment, areas known for biodiversity or conservation potential may see new attention. For instance, regions like Boquete, known for its lush forests and eco-tourism appeal, or Mariato, Torio, Morrillo in Veraguas, could benefit from increased environmental funding and sustainable development programs.

That said, don’t expect a carbon credit gold rush to drive up real estate values overnight. At best, the initiative might support long-term conservation-focused land development. At worst, it could be all bureaucratic smoke and mirrors.

Cautious Optimism or Carbon Credit Theater?

Carbon markets around the world have a mixed track record. Some have led to legitimate emissions reductions and forest preservation. Others have been exposed for fraud, double-counting, or selling credits for projects that would’ve happened anyway.

Panama’s approach appears to be well-organized and based on international standards, but skepticism is healthy. The system will only work if it’s transparent, credible, and strictly regulated – three things that carbon credit schemes often struggle with.

Final Thoughts

Panama’s economic outlook remains strong, and its push into sustainable finance might offer new investment angles. But for now, carbon credits are more of a buzzword than a proven real estate opportunity.
